Work Starts Next Week on Connecting Link Segment 9

Work on Segment 9 of the City’s Connecting Link is set to begin on Monday, June 15, 2026. GIP Interpaving Ltd. will start mobilizing traffic controls June 11 and 12 in preparation for construction.

This section of Algonquin Blvd. E. between Brunette Rd. and Hwy. 655 runs approximately 700 metres with full road reconstruction. Planned improvements include new asphalt, curbs, sidewalks, and traffic medians. Sections of watermain and storm sewer infrastructure will also be replaced, along with traffic signals at Brunette Rd. and Hwy. 655, and streetlights will be upgraded to meet current standards.

Construction will require lane reductions only, with traffic moved to the outside curb lanes for the first phase of work, one lane in each direction. Access to all businesses and properties will be maintained throughout the project. The City is working with Cochrane District Paramedic Service to ensure that emergency service operations, including ambulance access, are prioritized throughout construction.

Motorists are encouraged to plan ahead and allow additional travel time. Expect minor delays and reduce speed through the active construction area. When merging, consider using both available lanes of traffic before reaching the defined merge area to avoid traffic backup and congestion.

This project is part of the City’s ongoing rehabilitation of the Connecting Link corridor. Segment 9 and Segment 13 are being completed in 2026 to improve road conditions, replace aging infrastructure, and reduce future road maintenance.

Stay informed about lane reductions and traffic impacts through Municipal 511. For more information on this year’s road construction projects, visit: https://www.timmins.ca/our_services/engineering/capital_works/2026_capital_works.

City Begins Resident Transition Planning for New Golden Manor

Staff at the City or Timmins’ Golden Manor have begun the important work of preparing for resident moves and future room assignments at the new long-term care facility. As construction continues, transition planning and outreach is underway for residents, families, and caregivers.

This week, letters are being distributed to residents and families outlining the move-in process, including anticipated timelines and room types. To help residents and the community better visualize the new home, the City has released resident room renderings and floor layouts that showcase the design, sample furnishings, and living spaces.

As part of the transition process, residents and families will also have the opportunity to provide feedback on room preferences, including floor level, window direction, and preferred roommates or floormates where possible.

Additional updates on tours, move-in schedules, and resident transition supports will continue to be shared over the coming months. The Golden Manor build is nearing 90% completion with resident move-in and final Ministry of Long-Term Care approvals anticipated this fall.

Traffic Mobilization Starts for Evans Street Bridge Replacement

Work to replace the Evans St. Bridge is beginning, with contractors in town this week for a “soft” mobilization to conduct utility relocations and prepare traffic controls ahead of construction.

The project includes the replacement of the existing bridge with a new single-span concrete box girder structure with new sidewalk, upgraded barrier wall to improve pedestrian safety, and improved water flow capacity under the bridge to help reduce runoff blockages in the spring. Construction will be completed over two years because of required in-water work restrictions.

Due to the lack of a direct detour route, traffic will be maintained on the bridge using single-lane alternate traffic controls with temporary signal lights. Vehicles and pedestrians will be diverted to the east side of the bridge while reconstruction begins on the west side.

Motorists should expect delays and allow for additional travel time, particularly during peak hours. Residents are reminded to slow down and follow traffic signals through the active construction zone.

Planned improvements to the Victor M. Power Airport fly forward with the approval of a construction contract for terminal upgrades totaling $3,383,435 + HST. G&S Enterprises will be completing an addition to the departure lounge, renovations to the security screening area, and modernization of the airport’s front façade. Plans are intended to enhance the passenger experience and improve airport efficiency.

The departure lounge expansion will add passenger space, comfort, and improve passenger flow during peak travel times, while supporting future service growth. Renovations to the security screening area will improve efficiency and ensure compliance with aviation security requirements. Exterior façade improvements will modernize the terminal’s appearance, address long-term maintenance needs, and create a more welcoming gateway to the community.

The proactive investment helps protect a critical municipal asset while reducing the potential for more costly repairs in the future.
H.R. Bielek Building and Timmins Transit Terminal Added to the City’s Municipal Heritage Register

The City of Timmins has officially designated The H.R. Bielek Building and Timmins Transit Terminal as properties of cultural heritage value or interest. The buildings reflect key chapters in Timmins’ growth, from the expansion of transportation and rail service to the evolution of entertainment and arts in Ontario’s north.

The H.R. Bielek Building was constructed in 1930, celebrating the golden era of motion pictures and theatre. The property is recognized as an early example of a purpose-built sound motion picture theatre in Northern Ontario. Today, the building retains the characteristic form of theatres of the period, with interior plasterwork and decorative detailing that demonstrate a high degree of craftsmanship. The property is historically associated with Leo Mascioli and the Timmins Theatre Company, both significant to the development of film exhibition and entertainment in the community. Today, the building is home to the Timmins Senior Citizens Recreation Centre

The Timmins Transit terminal is a well-preserved example of early 20th-century railway station architecture. Built in 1916 for the Temiskaming and Northern Ontario Railway, the building played a significant role in the development of Timmins as the primary passenger rail station. The building supported transportation, commerce, and access to the Porcupine mining region, contributing to the economic growth of Northern Ontario. The station remained a transportation hub until passenger rail service ended in 1990 and continues to serve as an inter-city and municipal bus terminal. It is the last remaining railway structure from the former Timmins rail yard and a recognizable local landmark.

Anyone interested in putting forward a nomination for addition of property to the Municipal Heritage Register are encouraged to download the Application Form or reach out to Service Timmins for more information.

Lane Reductions Start This Week Along Hwy. 101 E.

Traffic controls and site mobilization will begin this week along Hwy. 101 E. between Crawford St. and the Porcupine Mall. Motorists should be prepared for lane reductions and reduced speeds when travelling through active work zones.

This is year two of the 2-year project to reconstruct the highway heading eastbound to the Porcupine River Bridge. Construction is anticipated to be completed this fall.

Segment 13 of the Connecting Link project includes full asphalt restoration, drainage improvements, street lights, and traffic signal upgrades. A larger watermain is also being installed to increase capacity in the City’s water distribution system. The new sidewalk between Crawford St. and the Porcupine Mall will be added this summer to improve safety and walkability along the busy corridor.

Like last year, this year’s construction will require lane reductions only. During the first phase of work, traffic will be shifted to the SOUTH side of the highway. Motorists should expect minor delays. Access to the Porcupine Mall and all businesses on the north side of Hwy. 101 E. will be maintained.

Residents can expect regular construction updates as work progresses. For more information on the Connecting Link, visit: https://timmins.hosted.civiclive.com/our_services/engineering/connecting_links/2025-2026_-_segment_13.

Enforcement Services Prepares for Property Standards Blitz

This May, the City’s Enforcement Services will be taking a proactive approach to ensuring property owners are following the municipal property standards and cleaning and clearing of land by-laws. The second annual Property Standards Blitz will run from May 11 to May 29, 2026, and follows Council’s direction to promote cleanliness and community pride.

Municipal By-Law 2007-6489 provides standards for the maintenance and physical condition of properties, including buildings and structures, while By-Law 2008-6599 outlines requirements for clearing refuse and debris from land. Enforcement Services will use the blitz to contact and work with property owners to address any relevant concerns. This may include proper disposal of garbage, pet waste, exterior building conditions that could pose a fire or accident hazard, long grass or overgrown trees, and security of vacant buildings.

“Our enforcement officers will be focusing on exterior property conditions,” says Steph Palmateer, Director of Community Services and City Clerk. “Both by-laws work together to address maintenance standards for buildings, yards, accessory structures, lawns, and more. Our goal is to inform, support, and ensure compliance across the entire community”

This year marks the second time the City has undertaken a coordinated enforcement blitz. In 2025, approximately 130 property standards cases were reviewed, with all cases resolved by year-end.

The blitz aligns with the City’s seasonal clean-up initiatives, making it easier for residents to bring their properties into compliance. Between May 11 and May 25, each residential dwelling (based on address) receives one free load of household waste at the Deloro Landfill site.

Speed Reduction Lifted on Hwy. 67 / Municipal Road

The speed reduction implemented on Hwy. 67 / Municipal Road is being lifted as of May 1, 2026. The speed limit will return to 80 km/h following completion of asphalt repairs. City crews are currently removing temporary signs and replacing speed limit signage.

The temporary reduction had been put in place on April 10 due to deteriorating asphalt conditions on the municipality’s section of the road from Hwy 101 E. to the City’s boundary (approximately 9.1 km).

Motorists are reminded to watch for road crews and reduce speed in active work zones while signs are being installed.

Road Improvements Planned for Ice Chest Lake Road

Construction work will begin this summer on Ice Chest Lake Rd. as part of approved storm-related infrastructure improvements. Council awarded the contract to GIP Interpaving Ltd. in September 2025, with work planned for the following June to September to comply with environmental regulations that protect fish spawning and migration.

The project will include upsizing culverts to improve water flow and raising sections of the roadway to reduce overtopping during high water events. Raising the roadway will help maintain access during periods when culverts are under pressure, like the spring freshet.

In advance of construction, Public Works is actively maintaining the roadway to address current flood conditions, including hauling material, grading, and installing a temporary granular berm to manage water accumulation.

Updates will be provided as necessary once construction work gets underway. For the latest information on road closures and road conditions, residents are encouraged to monitor Municipal 511: www.timmins.ca/our_services/roads_and_infrastructure/municipal_511

Ontario Renews NORDS Funding for Timmins

The Government of Ontario has renewed Northern Ontario Resource Development Support (NORDS) funding for an additional three years, providing the City of Timmins with $400,000 annually to support key infrastructure priorities in the community.

NORDS funding helps municipalities across Northern Ontario invest in infrastructure that is impacted by resource development, while also supporting broader economic development initiatives.

“The renewal of this funding is important for our community,” says Mayor Michelle Boileau. “Resource development, like mining, drives our local and provincial economy forward, but it also places pressure on our infrastructure. The province’s investment recognizes that infrastructure is a shared asset and allows us to plan and invest strategically to support residents, industry, and future growth.”

The City of Timmins remains committed to working with provincial partners to ensure these investments deliver long-term benefits for the community.

Adopt-a-Block Community Cleanup Days Return May 22-23

After a long winter and significant snowfall, the City of Timmins is calling on the community to help clean up what’s been left behind.

The City’s Adopt-a-Block Community Cleanup Days are back on Friday, May 22 and Saturday, May 23, 2026. Residents, local businesses, and schools can adopt a block of space around their neighbourhood, workplace, playground, trail system, or other public space to help remove litter revealed by the spring melt.

Building on the success of previous years, the initiative continues to grow. Last spring, approximately 30 teams and 80 individuals participated by adopting-a-block. As residents take pride in shared spaces, the community feels rejuvenated.

“When the snow melts, there’s often a lot of litter left behind,” said Meagan Baranyk, Community Programs Manager. “Something as simple as working together to pick up waste can make a big difference. Clean public spaces support community health, boost well-being, and encourage people to spend more time outdoors.”

Registration opens May 4, 2026. The City will provide cleanup kits with gloves and garbage bags to registered teams upon request. Environmental Services will collect the garbage cleaned up on May 22 and 23. Each team will be assigned a designated drop-off location to ensure efficient pick-up by City staff.

The City’s annual Residential Curbside Bulk Item Collection Program also happens in May. Between May 11 and May 25, 2026 residents can dispose of large, bulky items that are not accepted through regular waste collection. The program includes one free load of residential household waste per property at the Deloro Landfill Site during the same dates. Leaf and yard waste collection also runs May 11 – May 25, 2026, when Public Works will deploy a dump truck and chipper along residential streets to mulch branches, tree trimmings, and organic plant material from gardening and yard maintenance.

City of Timmins Launches Climate Safe Communities Toolkit

As climate-related events become more and more common, the City of Timmins is taking proactive steps to build resilience and improve climate adaptation. The new Climate Safe Communities Toolkit is a practical and community-focused resource designed to help residents, organizations, and educational institutions become local Climate Champions to prepare for the growing impacts of climate change.

The Toolkit focuses on four primary local climate risks identified in the City’s Community Climate Change Adaptation Plan (CCAP): extreme heat, flooding, wildfire smoke, and other emergencies such as intense storms that can impact health, infrastructure, and the local economy.

Climate describes long-term, year-over-year weather patterns and trends. Climate change happens when those patterns or trends begin to shift, leading to more frequent and intense events such as heat waves, increased flooding, and severe storms. These changes can have significant consequences on health and safety, infrastructure and homes, and local business and industry.

The Climate Safe Communities Toolkit equips residents with practical tools and strategies to respond to these challenges. It also introduces the concept of Community Climate Champions who are empowered to take action and help strengthen Timmins’ ability to adapt. Become a Community Climate Champion by completing the action checklist! Use this practical tool to take simple yet meaningful climate actions that strengthen sustainability and resilience in Timmins. As you check off each action, you’ll be making a real impact. Need guidance? Each category includes a dedicated page with supporting actions to help you achieve your goals!

“Protecting our environment starts at the community level,” says Christina Beaton, Manager of Environmental Compliance and Sustainability. “Earth Day is the perfect time to encourage residents and local organizations to work collaboratively and take practical steps to better prepare for climate risks.”

For Timmins, climate adaptation means preparing for increasing risks by upgrading infrastructure, improving emergency preparedness, and supporting residents with easy-to-follow guidance. The toolkit offers strategies for households, businesses, schools and community organizations.

For example, as we head into the seasonal melt and face an increased risk of flooding, residents are encouraged to:

• Follow local flood alerts from the Mattagami Regional Conservation Authority (MRCA)
• Create a household emergency plan and build a 72-hour emergency kit
• Review household infrastructure and install sump pumps and backwater valves to reduce the risk of basement flooding

“The Climate Safe Communities Toolkit is a starting point for collective action,” adds Beaton. “By working together, Timmins can build a stronger, safer, and more climate-resilient future.”

Update your school support designation by June 1 and be ready to cast your vote October 2026

To ensure your correct school support designation is provided to Elections Ontario in time for the next municipal and school board elections on October 26, 2026, it should be reviewed and, if needed, updated by June 1, 2026.

While Elections Ontario maintains the Permanent Register of Electors in Ontario for provincial, municipal, and school board elections, MPAC (Municipal Property Assessment Corporation) is legislatively responsible for collecting school support designation information.

What is school support?
Whether you own or rent your home, your property is linked to a school board – even if you don’t have children or your children aren’t currently attending school. While you’re not required to make a designation, you do have the option to choose which school board you support. If you don’t make a choice, your support will default to the English-Public school board.

How to update school support designations
Property owners can change their school support designation online using MPAC AboutMyProperty™ or the online portal for tenants. To get started, choose the option that applies to you:

I am a property owner
I am a tenant

A step-by-step guide is available in English or French.

Please note: Registration may take up to 24 hours to activate.

You can submit a paper Application for Direction of School Support form in English or French and mail or email it to MPAC.

To learn more or update a school support designation, visit mpac.ca/schoolsupport.

5627-050-024-00700 NOTICE OF COMPLETE APPLICATION AND PUBLIC MEETING RE: PROPOSED ZONING BY-LAW AMENDMENT TAKE NOTICE that the Council of the Corporation of the City of Timmins will hold a public meeting on Monday, May 11, 2026, at 2:00 p.m. in the Council Chambers, City of Timmins, 220 Algonquin Boulevard East, Timmins, Ontario, to gather public input regarding a proposed Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O 1990, c. P. 13, as amended.

Applicant: Marissa Badilla-Bitagon (MB Estates Corporation) Location: Plan M-33-S, Lot 160, Parcel 269 WAT
(285 Pine Street South) THE PURPOSE AND EFFECT of the proposed Zoning By-law Amendment is to rezone the subject lands currently zoned General Commercial (EA-CG) to Residential Third Density (NA-R3) SP6.202 to permit all uses in the Residential Third Density (NA-R3) zone. The intent of the proposed zoning by-law amendment is to facilitate the conversion of the main-floor commercial space within the two-storey building to a residential use, resulting in a total of three residential units. There is an existing second floor residential dwelling unit and an existing residential basement unit. To permit the existing basement residential unit, the applicant received Committee of Adjustment approval via Decision No. 24-50 on May 13, 2024, to reduce the required number of parking spaces from one (1) to zero (0).

The applicant is also seeking relief from the City of Timmins Zoning By-law 2011-7100 with regards to special provisions for the following: reduce the minimum lot frontage for three residential units in the NA-R3 zone from 18.2 metres to 9.10 metres; reduce the minimum lot area from 285 square metres to 278.70 square metres; reduce the front yard setback from 7.5 metres to 0 metres; reduce the north interior side yard setback from 1.8 metres to 1.06 metres; reduce the south interior side yard setback from 3.0 metres to 2.00 metres; and reduce the required number of parking spaces from two (2) to zero (0). ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendment.

If a person or public body would otherwise have an ability to appeal the decision of Council of the City of Timmins to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Timmins before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Timmins before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Please note that the rights of third parties to appeal Zoning By-law Amendment decisions to the Ontario Land Tribunal have been restricted under the Planning Act.

If you wish to be notified of the decision of the City of Timmins on the proposed zoning by-law amendment, you must make a written request to Steph Palmateer, City Clerk, City of Timmins, 220 Algonquin Boulevard East, Timmins, Ontario, P4N 1B3.
