Council Approves Pilot Project to Support Northlander Rail Service

Timmins City Council has approved a six-month pilot project to provide first-mile / last-mile transit connection for Ontario Northland’s Northlander passenger rail service. The pilot project will be implemented when Northlander passenger rail service begins, and is intended to make it easier for residents and visitors to travel between the Timmins-Porcupine Rail Station and destinations within the current transit service area. In March, Council directed staff to examine options for connecting the rail station with the existing Timmins Transit network. The review found that the proposed train schedule presents two transportation challenges: the morning train is scheduled to arrive before bus service begins, while the evening departure occurs during the City’s reduced evening transit service. As part of the pilot, Council has approved a service agreement with Timmins Taxi to deliver the shared-ride, vehicle-for-hire component up to a maximum of $6,000 per month for six months. Riders will pay the standard rate of a conventional bus ride, with the City supplementing the cost of transportation for morning arrivals and connections outside available bus service. Timmins Transit will also extend the current Route 16 conventional bus service by 90 minutes to accommodate evening rail departures Monday through Saturday with a direct connection from the rail station to the main Timmins Transit Terminal. Throughout the six-month pilot, Timmins Transit will monitor ridership, passenger travel patterns, operating costs, and customer feedback. The information collected will be used to determine whether permanent first-mile / last-mile rail connection should be accommodated by Timmins Transit with fixed route bus service. “We want to help make regional transportation convenient for residents and visitors,” said Mayor Michelle Boileau. “The return of passenger rail service is an important milestone for Timmins, and we want to ensure that people have a reliable way to catch the train. City Plans Ahead for Winter Maintenance by Securing Contractor Support

The City of Timmins is taking proactive steps to prepare for next winter by securing dedicated grader services for snow clearing and maintenance grading. Council has awarded a two-year contract to 1393097 Ontario Inc. at a cost of $568,320 + HST. The agreement will provide specific motor grader support during the 2026-2027 and 2027-2028 winter seasons. The contract is part of the Public Works Department’s strategy to improve service reliability and resource planning ahead of the next winter storm. Challenges such as aging equipment, mechanical breakdowns, and periodic staff shortages demonstrated the need for reliable access to grading resources during periods of high demand. The new contract will help Public Works respond more effectively to significant snowfall while maintaining safe winter road conditions. The two-year contract also helps stabilize pricing, allowing the City to better forecast winter maintenance costs. Winter maintenance operations will continue to be delivered through a combination of municipal service and contracted resources to support winter travel throughout the community.

City of Timmins Awards Construction Contract for Melrose Heights Subdivision

Timmins City Council has approved the construction contract for Phase I of the Melrose Heights subdivision expansion, marking a significant step towards increasing the city’s housing supply and supporting long-term economic growth. Council has awarded the contract to GIP-Interpaving in the amount of $36,296,444.00 + HST. The project will create 172 fully serviced lots that will be ready for residential development over the next three years. The subdivision expansion helps address the ongoing housing shortage while preparing the community for anticipated growth. Construction is expected to begin in the fall of 2026 and continue through the summer of 2029, with no planned seasonal shutdowns. The phased approach is expected to deliver approximately 60 serviced lots in 2027, another 60 lots in 2028, with the remaining serviced lots completed in 2029. The contract includes approximately 2,100 metres of new municipal infrastructure including roadway and sidewalk construction, watermain installation, sanitary and storm sewer installation, residential servicing, street lighting, and naturalized areas. Council has also approved the zoning by-law amendment to support the subdivision expansion, moving the subject lands to Residential Third Density (NA-R3), which will allow for immediate medium-density development. Cost of construction is supported through pervious funding secured through Ontario’s Housing-Enabling Water Systems Fund, which will provide up to $9.2 million toward eligible water, sanity sewer, and storm sewer infrastructure. Council also approved capital budget allocation of $7.5 million to begin the project. Additional funding requirements will be distributed between 2026 and 2029 through the capital budget process, and from available provincial and federal funding programs. The Melrose Heights subdivision expansion is one of the City’s largest residential development projects in recent years and represents long-term investment in housing and infrastructure. Archie Dillon Sportsplex Pool: Closed August 1 for Annual Maintenance

The City of Timmins’ swimming pool at the Archie Dillon Sportsplex will be closed August 1 to September 8, 2026, for annual maintenance. The scheduled closure allows crews to complete required upkeep on the pool such as mechanical and equipment servicing, painting, and facility inspections to help ensure the pool remains safe, reliable, and ready for the next year. During the closure, contractors will also be installing the new rock-climbing wall, funded in part by the City’s 2025 recognition as Ontario’s Most Active Community, ParticipACTION recipient. The maintenance period is scheduled during the summer when pool attendance is typically lower and residents have access to local beaches. Gillies Lake Beach is open with lifeguards on duty seven days a week from 12:00 - 8:00 p.m. The City appreciates the community’s patience and understanding as we work to maintain our public pool.

Timmins Airport Upgrades Underway to Improve Passenger Experience

Construction has begun on a multi-phase modernization project at the Timmins Victor M. Power Airport. While the airport remains fully operational, travellers can expect temporary changes to terminal access and departures as work progresses. The City is investing $3.3 million to expand the airport departure lounge, renovate the security screening area, and update the terminal’s exterior façade. The project is the first major phase of improvements recommended in the Airport Master Plan to support passenger growth, improve accessibility, and circulation during busy travel periods. Construction is being completed in phases to minimize disruption and maintain airport operations. Sections of the curbside parking lane will be temporarily closed to accommodate exterior work. Taxi and shuttle pick-up and drop-off locations may shift throughout construction with signage in place to direct vehicles. Visitors picking up or dropping off passengers are encouraged to use parking spaces across from the entrance on the left side to help keep curbside access available. A new temporary interior wall has been installed inside the existing departure lounge to accommodate the expansion. Safety fencing has been erected around the construction area directly outside the building. During this phase, all passengers will depart from one gate with airport staff and signage providing direction. The Timmins Victor M. Power Airport serves as a critical transportation hub for Northeastern Ontario. The Airport Master Plan projects steady passenger growth of approximately 1.1 percent annually over the next few years. The plan’s recommended investments help ensure the airport can continue to support regional connectivity, business development, and local tourism.

Timmins Fire Department Lifts City-Wide Fire Ban on July 25

Effective Saturday, July 25, 2026 at 12:01 a.m., the Timmins Fire Department will lift the city-wide fire ban declared on July 17, 2026. The ban was put in place due to lack of precipitation and extremely dry conditions. With the current forecast, open-air burning can resume; however, a fire ban may be reinstated at any time if conditions change. The Timmins Fire Department urges caution and reminds residents to never leave a fire unattended. Fire hazard status will continue to be closely monitored.

City Selected as National Partner to Strengthen Local Response to Hate and Discrimination

The City of Timmins has been selected as one of ten communities across Canada to participate in a national initiative led by the Canadian Centre for Safer Communities. The goal is to strengthen the local response to hate, discrimination, polarization, and community harm. The City will work with the Community Justice Initiatives and the Stronger Cities Network to identify and implement opportunities to improve community resilience and belonging. Participation aligns with the City’s Community Safety and Well-Being Plan, which identifies diversity, equity and inclusion, and shared responsibility as key priorities for creating a safe and welcoming community. As part of this work, residents are reminded about the online Hate and Discrimination Reporting Tool. Launched in 2024 with Victim Services, the confidential platform allows individuals to report experiences of hate, discrimination, harassment, intimidation, bullying, vandalism, or other bias-related incidents. Information collected helps identify community trends and emerging issues. Timmins Fire Department Implements City-Wide Fire Ban

Effective immediately, the Timmins Fire Department has issued a city-wide fire ban due to lack of precipitation and extremely dry conditions. This ban applies to all areas within the municipal boundaries of the City of Timmins and will remain in effect until further notice. Under the Fire Ban, all open-air burning and open flames are prohibited, including: • All burning permits are suspended • Campfires • Outdoor fireplaces • Outdoor fire pits • Incinerator burning • Brush and slash pile burning Propane-fueled fire pits and propane or natural gas barbecues are permitted and may continue to be used with caution. Residents are reminded that any person who sets or maintains an open-air fire during the Fire Ban may be held responsible for any resulting damages, suppression costs, and may be subject to fines and other penalties. H.R. Bielek Building and Timmins Transit Terminal Receive City’s Official Heritage Plaque

The City of Timmins has officially unveiled heritage plaques recognizing the significance of two community landmarks, the H.R. Bielek Building on Third Ave. and the Timmins Transit Terminal on Spruce St. S. The plaques commemorate each property’s official designation under the Ontario Heritage Act and celebrate the important role each building has played in shaping Timmins’ history. Together, they help tell the story of a growing northern community and the people, industries, and experiences that make up our shared history. Constructed in 1930, the H.R. Bielek Building is considered one of Northern Ontario’s earliest purpose-built sound motion picture theatres. Built during the golden age of cinema, the building reflects the evolution of entertainment and arts in the region. The building retains many of the defining architectural features of the period, including decorative plasterwork and interior detailing. The building is also historically associated with Leo Mascioli and the Timmins Theatre Company, whose contributions helped establish film exhibition and entertainment in the community. Today, the building serves as the Timmins Senior Citizens Recreation Centre. The Timmins Transit Terminal was originally constructed in 1916 for the Temiskaming and Northern Ontario Railway, and is recognized as a well-preserved example of early 20th-century railway station architecture. As Timmins’ primary passenger rail station, it played a critical role in supporting transportation, commerce, and access to the Porcupine mining region, helping drive the economic development of Northern Ontario. When passenger rail service concluded in 1930, the building continued its transportation legacy and is now the City’s main transit terminal and inter-city bus station. It remains the last structure from the former Timmins rail yard and is a recognizable local landmark.

City Launches Public Survey to Help Shape the Future of Timmins Transit

A community-wide survey launched today, June 25, 2026, to aid in the development of a new Timmins Transit Master Plan. As Timmins plans for sustainable growth and development, the Transit Master Plan will examine how public transportation can best meet the community’s evolving needs. Feedback from the survey will be used to assess the existing transit network, service delivery model, ridership trends, and changing travel patterns to identify opportunities for improvement. Council Approves New Fire Apparatus to Support Emergency Response

Timmins City Council has approved the purchase of three new fire apparatus for the Timmins Fire Department, supporting reliable fire protection and strengthening emergency response. Two new tanker trucks are being purchased from Dependable Truck & Tank Ltd. in Brampton, ON, at a cost of $1,739,602 + HST. Each tanker will have the capacity to carry 8,000 litres of water with frontline pumping capabilities. Tankers are a critical part of rural fire suppression and are used to establish and maintain water supply during emergency operations. The new tankers will replace aging units at Station 1 and 3, with delivery expected in 2027. Council also approved the purchase of one new pumper truck from City View Specialty Vehicles in Mississauga, ON, at a cost of $1,481,500. Built on a Rosenbauer Commander chassis, the pumper will serve as the frontline truck for Station 5 and provide response across the city. A pumper truck is the backbone of firefighting and water supply operations, and is built to be self-sufficient with an onboard water tank, permanent mounted pump, and storage capacity to provide fast initial response. Delivery is expected by the end of 2028. “Both pumpers and tankers allow firefighters to arrive on scene with an immediate water supply, pumping capabilities, and the equipment needed to protect people and property,” said Fire Chief Scott Atkinson. “It’s imperative that we support the long-term reliability of our fire fleet by replacing aging apparatus essential for effective emergency response.”

Council Approves Updated Pickleball Court Construction Plan

Plans to expand pickleball facilities in Timmins continue after Council approved an adjustment to court installation at the McIntyre Community Complex. Following an initial site assessment and survey work by Court Surface Specialists, the City was advised that only four of the six planned pickleball courts can be accommodated at the McIntyre Community Complex due to site and ground conditions. Council has approved an additional $136,040 for site preparation with additional granular material, fencing, and court relocation. Even with the increase, the overall project remains under the approved budget. The two remaining pickleball courts will be added to the planned upgrades at Leo DelVillano Park, bringing the park’s total to four pickleball courts and four tennis courts. “A total of eight pickleball courts will be located within a short drive of one another,” said Steph Palmateer, City Clerk and Director of Community Services. “We’re able to address site conditions while maintaining recreational improvements and ensuring residents have convenient access to courts at both locations.” Upgrades to Leo DelVillano Park include accessible washrooms, tennis court upgrades, and new accessible and inclusive playground equipment approved by Council on June 3. Construction has begun at Leo DelVillano Park and is expected to begin next week at the McIntyre Community Complex. Project updates will be provided as work progresses.

This is Pollinator Week! From now until June 28, Bee City Timmins is reminding residents about the importance of protecting the tiny species that play a big role in the health of our environment. Pollinators like bees and butterflies need our protection. Their populations are dwindling due to habitat loss and other environmental pressures like climate change. Pollinators are not only essential to healthy ecosystems, but they also support the food systems we rely on each day. That’s why Bee City Timmins works year-round to promote pollinator health, but for one week each year, the celebration really takes flight. To celebrate Pollinator Week, Bee City Timmins has launched three new contests to encourage residents to connect with local pollinators and their habitats. Along with the annual Pollinator Photo Contest, community members can play Pollinator Bingo, test their knowledge through Pollinator Trivia, or create an original pollinator-inspired piece art. Canada turns 159 on July 1. Let’s celebrate our nation’s birthday together at Gillies Lake. The City of Timmins has a full day of fun planned with live entertainment, delicious food, and a spectacular fireworks display. Residents and visitors can enjoy more inflatable attractions from Amaze N’ Fun, local artisan and vendor booths, face painting, and more. The City has teamed up with McIntyre Catering to provide complimentary hamburgers, hotdogs, and a vegetarian option, along with bottled water, while supplies last. The celebration begins at 2:00 p.m. at Gillies Lake, with live local music starting at 4:00 p.m. and fireworks lighting up the night sky just after sunset at 9:45 p.m. Plan ahead, there are a number of free parking options available a short distance from the park. On July 1, free on-street parking will be available at all municipal meters and City lots including, the Spruce N. Lot, Algonquin Lot, Third Ave. Lot, Pine S. Lot, Library Lot, and Coalition Lot (Timmins Transit). The Mattagami Region Conservation Authority (MRCA) parking lot will be reserved for accessible parking and pick-up/drop-off, with a limited number of spaces available. Reduced load restriction for Langmuir Rd. will be lifted on Friday, June 12, 2026, at 4:00 p.m. for commercial motor vehicles and trailers. By-law 2006-6275 governs seasonal load restrictions to protect our roads and highways during the spring thaw, when damage is most likely to happen. Typically, reduced load restrictions are in place until early June and are subject to the provisions of Section 122 of the Highway Traffic Act RSO 1990 Chapter H 8. The by-law provides a list of the applicable roads under Schedule A. Load restrictions have also been placed on some specific roads year-round. Please refer to By-law 2022-8708 for a list of roads.

Work Starts Next Week on Connecting Link Segment 9

Work on Segment 9 of the City’s Connecting Link is set to begin on Monday, June 15, 2026. GIP Interpaving Ltd. will start mobilizing traffic controls June 11 and 12 in preparation for construction. This section of Algonquin Blvd. E. between Brunette Rd. and Hwy. 655 runs approximately 700 metres with full road reconstruction. Planned improvements include new asphalt, curbs, sidewalks, and traffic medians. Sections of watermain and storm sewer infrastructure will also be replaced, along with traffic signals at Brunette Rd. and Hwy. 655, and streetlights will be upgraded to meet current standards. Construction will require lane reductions only, with traffic moved to the outside curb lanes for the first phase of work, one lane in each direction. Access to all businesses and properties will be maintained throughout the project. The City is working with Cochrane District Paramedic Service to ensure that emergency service operations, including ambulance access, are prioritized throughout construction. Motorists are encouraged to plan ahead and allow additional travel time. Expect minor delays and reduce speed through the active construction area. When merging, consider using both available lanes of traffic before reaching the defined merge area to avoid traffic backup and congestion. This project is part of the City’s ongoing rehabilitation of the Connecting Link corridor. Segment 9 and Segment 13 are being completed in 2026 to improve road conditions, replace aging infrastructure, and reduce future road maintenance. Timmins Fire Department Lifts City-Wide Fire Ban

Effective Wednesday, June 10, 2026 at 4:00 p.m., the Timmins Fire Department will lift the city-wide fire ban declared on June 4, 2026. The ban was put in place due to lack of precipitation and extremely dry conditions. With the current forecast, open-air burning can resume; however, a fire ban may be reinstated at any time if conditions change. The Timmins Fire Department urges caution and reminds residents to never leave a fire unattended. Fire hazard status will continue to be closely monitored.

Annual Hazardous Waste Event is June 13

The City’s annual Household Hazardous and Special Waste Event will be held Saturday, June 13, 2026 at the Spruce Snow Dump. Residents can dispose of old paint, pesticides, batteries, and propane tanks free of charge between 8:00 a.m. and 2:00 p.m. This is a drive-thru event. Entry is off Pine St. South left onto Iroquois Rd. E. and past the Timmins Transit Garage. Residents do not leave their vehicles and volunteers will be on-hand to collect any items for disposal. Items being collected include: - Paint - Aerosols - Single use batteries - Single use propane cylinders and refillable propane tanks - Pesticides - Antifreeze - Fuel and oil - Pharmaceuticals - Compact fluorescents and fluorescent tubes - Household electronics Please note that textiles and household goods will NOT be accepted this year. Hazardous waste like old paint and pesticides are not accepted with regular garbage collection or at the landfill. The substances can contaminate soil and groundwater, so specific collection and containment methods are required to help protect the environment. City Begins Resident Transition Planning for New Golden Manor

Staff at the City or Timmins’ Golden Manor have begun the important work of preparing for resident moves and future room assignments at the new long-term care facility. As construction continues, transition planning and outreach is underway for residents, families, and caregivers. This week, letters are being distributed to residents and families outlining the move-in process, including anticipated timelines and room types. To help residents and the community better visualize the new home, the City has released resident room renderings and floor layouts that showcase the design, sample furnishings, and living spaces. As part of the transition process, residents and families will also have the opportunity to provide feedback on room preferences, including floor level, window direction, and preferred roommates or floormates where possible. Additional updates on tours, move-in schedules, and resident transition supports will continue to be shared over the coming months. The Golden Manor build is nearing 90% completion with resident move-in and final Ministry of Long-Term Care approvals anticipated this fall. Traffic Mobilization Starts for Evans Street Bridge Replacement

Work to replace the Evans St. Bridge is beginning, with contractors in town this week for a “soft” mobilization to conduct utility relocations and prepare traffic controls ahead of construction. The project includes the replacement of the existing bridge with a new single-span concrete box girder structure with new sidewalk, upgraded barrier wall to improve pedestrian safety, and improved water flow capacity under the bridge to help reduce runoff blockages in the spring. Construction will be completed over two years because of required in-water work restrictions. Due to the lack of a direct detour route, traffic will be maintained on the bridge using single-lane alternate traffic controls with temporary signal lights. Vehicles and pedestrians will be diverted to the east side of the bridge while reconstruction begins on the west side. Motorists should expect delays and allow for additional travel time, particularly during peak hours. Residents are reminded to slow down and follow traffic signals through the active construction zone.
