NOTICE OF COMPLETE APPLICATION AND PUBLIC MEETING RE: PROPOSED ZONING BY-LAW AMENDMENT

TAKE NOTICE that the Council of the Corporation of the City of Timmins will hold a public meeting on Wednesday, April 8, 2026, at 2:00 p.m. in the Council Chambers, City of Timmins, 220 Algonquin Boulevard East, Timmins, Ontario, to gather public input regarding a proposed Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O 1990, c. P. 13, as amended.

Applicant: Brijesh Patel (1001033964 Ontario Inc.)

Location: Plan M-56-C, Lot 138, Part of Lot 137 and Registered Plan 6R-8353, Part 1, Parcel 14289 WT

THE PURPOSE AND EFFECT of the proposed Zoning By-law Amendment is to rezone the subject lands currently zoned Institutional (NA-IN) and Institutional with Special Provision 6.131 (NA-IN SP6.131) to Residential Third Density (NA-R3) SP6.201 to permit all uses in the Residential Third Density (NA-R3) zone. The intent of the proposed zoning by-law amendment is to convert the existing two-storey institutional building into three residential units. The applicant is also seeking relief from the City of Timmins Zoning By-law 2011-7100 with regards to special provision for the following:

1) reduce the minimum lot frontage from 18.2 metres to 13.77 metres:
2) reduce the front yard setback from 7.5 metres to 2.33 metres; and
3) reduce the north interior side yard setback from 1.8 metres to 0.53 metres.

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendment.

If a person or public body would otherwise have an ability to appeal the decision of Council of the City of Timmins to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Timmins before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Timmins before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Please note that the rights of third parties to appeal Zoning By-law Amendment decisions to the Ontario Land Tribunal have been restricted under the Planning Act.

The City of Timmins Environmental Services Department wishes to advise the public of a scheduled water infrastructure maintenance within the following area:

Timmins North:
Crescent Ave from MacLean Dr to Waterloo

Date & Time of Disruption:
March 18, 2026 – 9:00AM to 6:00PM

Homeowners and businesses within the notification area may experience short-term loss in water pressure or experience brown or rust-coloured water during the disruption. It is recommended not to drink or wash laundry with the discoloured water. While it is not harmful to your health, it can stain laundry. Should this occur, it is advised to turn off your tap for 10-20 minutes in order to allow the crew to finish. Once the work is completed, turn on the COLD water tap closest to the source (usually your laundry tub tap) and let it run for approximately 15-20 minutes or until the water colour has returned to normal.

Environmental Service Department would like to thank residents for their patience and cooperation during this emergency work.

An extreme cold weather alert has been issued for Tuesday, March 17, 2026. Temperature is expected to drop to -30 overnight, inclusive of wind chill.

Exposure to extreme cold temperatures can cause serious and sometimes even life-threatening health problems, such as frostbite and hypothermia. Protection from extreme cold conditions includes avoiding wind exposure, dressing in warm layers, and covering exposed skin.

People requiring emergency shelter can attend the location at 316 Spruce St. S. for assistance.

In response to the declared Significant Weather Event, Public Works will begin overnight plowing operations at 9:01 p.m. on March 15.

Crews will be deployed across the city to plow streets, rural roads, and laneways. Operations will continue throughout the storm and may take up to 24 hours after the snowfall ends to complete.

Due to the expected snowfall, sidewalk clearing may take additional time, with priority given to high-traffic pedestrian routes and areas near public facilities.

Municipal parking lot clearing may also be delayed as priority will be given to maintaining roads.

As previously communicated in the snow removal schedule, no snow removal was planned for Sunday evening or Monday in order to support the storm response.

Residents are reminded that the Winter Parking Ban remains in effect from 11:30 p.m. to 7:30 a.m., November 1 through April 30. Parking on city streets during these hours is not permitted.

The City thanks residents for their patience and cooperation as crews work to keep roadways safe and passable.
