NOTICE OF COMPLETE APPLICATION AND PUBLIC MEETING RE: PROPOSED OFFICIAL PLAN AMENDMENT AND PROPOSED ZONING BY-LAW AMENDMENT

TAKE NOTICE that the Council of the Corporation of the City of Timmins will hold a public meeting on Monday, October 26, 2020, at 3:00 p.m. to gather public input regarding a proposed Official Plan Amendment and Zoning By-law Amendment under Sections 17, 22 and 34 of the Planning Act, R.S.O 1990, c. P. 13, as amended.

THE PURPOSE AND EFFECT of the proposed Official Plan Amendment is to redesignate the subject property from the “Neighbourhood Area” to “Employment Area” to allow for commercial uses.

THE PURPOSE AND EFFECT of the proposed Zoning By-law Amendment is to rezone the subject lands currently zoned Institutional (NA-IN) to Highway Commercial (EA-CH) to permit all uses in the Highway Commercial zone.

This public meeting will be held in a virtual forum with electronic participation.

If a person or public body would otherwise have an ability to appeal the decision of Council of the City of Timmins to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Timmins before the Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Timmins before the Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

The City of Timmins is very proud to announce that it will add its first fully Accessible Swing to its list of recreational amenities.  The new unit is installed in Lonergan Park and is expected to be operational early this week. 

This historic project was made possible through a partnership between the City of Timmins, the Timmins Centennial Public School, Newmont and the City’s Municipal Accessibility Advisory Committee.  A total of $24,000 was raised through this partnership effort with the City of Timmins agreeing to prepare the site to accept the new infrastructure.  This included the installation of a small parking lot and accessible pathways leading to the pre-prepared site for the new swing.  

Tanya Vincze, Principal of Timmins Centennial Public School expressed her pride in being part of the event.  “What an honour for our school to be involved in this very important initiative.  I was touched by our grade 6 students’ sense of empathy, their kindness and their hard work ethic.  Our students discovered a need, came up with a plan, and with the support of the City of Timmins, The Timmins Municipal Accessibility Advisory Committee and Newmont Corporation, the plan came to fruition.  It is encouraging to see youth who are already committed to making a great change in this world.”

Along with Timmins Centennial Public School and the Municipal Advisory Committee, Newmont heard of the project and wanted to be involved as well. “Inclusion is one of Newmont’s core values so when we heard about how this initiative led by students, we did not hesitate to contribute. Timmins’ first fully accessible swing is an example of how we can cultivate environments that value differences within our community and we are pleased to support initiatives that advance inclusion and diversity in our city,” said Bryan Neeley of Newmont.  

Mayor George Pirie is thankful for everyone involved in the project.  “It has been encouraging to see the youth take on this initiative.  They truly led the way for everyone else to come on board. I’d like to thank all the kids, City staff and Newmont that made this project possible.  It is great for our community.”

Increasing concerns about the number of sharps being found in the community has once again prompted the City of Timmins and the Porcupine Health Unit (PHU) to work together to acquire additional sharps disposal units and determine the most suitable locations for their installation.

Since 2016, the two organizations have been working together along with other partners in tracking the number of sharps being found, and the primary locations of concern within the city. With a rising number of sharps not being disposed of properly, the PHU installed the first sharps disposal unit in front of their building in July 2018. Two additional disposal kiosks were added in the parking lots on Cedar and Algonquin and Spruce and Algonquin (next to the overpass) last summer.

This week, three additional kiosks will be installed, including one kiosk near the library and transit buildings, one kiosk in Schumacher (corner of Father Costello Drive and Vipond Road) and one kiosk by the transit stop in South Porcupine. The kiosk originally installed in the Spruce parking lot will be moved to an area more suitable in the downtown core. 

“We want to encourage all individuals who use needles for drugs or medication administration to dispose of them in a safe way,” said Public Health Nurse and Sexual Health/Harm Reduction Program Coordinator Mary France Caron-Bruneau. “There are many ways to do this. Pharmacies have a program that provides sharps containers and accepts returns of these containers. The Health Unit also provides sharps containers and accepts returns through our Harm Reduction Program. If needles are found in the community, individuals can safely dispose of them through our Harm Reduction Program, in the disposal bins after hours and on weekends or they can call us to get a community clean-up kit which includes instructions on how to safely handle needles, a sharps container and a pair of tongs.”

The bin locations were carefully considered by the two organizations, but have the potential of being moved if necessary.

The flags at Timmins City Hall and other municipal buildings will be flying at half-mast in honour of Police and Peace Officers’ National Memorial Day on Sunday, September 27.

According to the Mayor Pirie, “We will be honouring the many unsung heroes who have died in the line of duty, and their surviving families.”  Police and Peace Officers’ National Memorial Day has been recognized on the last Sunday in September every year, since being officially proclaimed by the Government of Canada in 1998.

The City of Timmins Engineering Department would like to advise the Public of the Surface Treatment Operation on Sandy Falls Rd,  Monday, September 28 and Tuesday, September 29, 2020. Traffic controls will be in place and drivers are being asked to slow down and proceed with caution in the active work zone.

In April of 2020, Timmins Council temporarily suspended interest, penalties and charges on property taxes and water & sewer fees that was in effect until September as COVID-19 financial relief measure.  With the revocation of that program, all overdue accounts, as of October 30th, will be charged interest, penalties and charges on November 1st, 2020.

In an effort to continue to provide relief to those individuals and organizations that have been financially impacted during the COVID-19 pandemic, Council has now approved an Interest Free Payment Deferral Program.

This application based program will be for those Property Tax and Water & Sewer rate payers who meet the following criteria:
Must be in good standing with the tax and water account as of March 1, 2020;
Only the balance on account will be allowed to be amortized;
The amortization period will extend to December 31, 2022 however the rate payer can choose a reduced period;
Applications are required to be filled out;
Applications are due by December 1, 2020.

At the September 8 meeting, City Council members approved a payment deferral program for City of Timmins lessees who have experienced financial hardship during the COVID-19 pandemic.

Organizations that are currently entered into a lease agreement with the City of Timmins may apply and qualify for the program, and must meet the following criteria:
Must show a 50% drop in revenue during the months of April to July 2020 versus April to July 2019;
Must be in good standing with the lease payments as of March 1, 2020;
Must provide official financial statements that are produced by an accounting software or are tracked in a manual ledger;
Must pay no more than $15,000 in monthly gross rent per location;
Must fully complete an application; and
Must submit the applications by December 1, 2020.

There are two categories of this deferral program that an applicant may qualify for:

Category 1
If the lessee’s revenue dropped between 50-74% for the months of April to July compared to the same prior year period, the program details would be as follows:
The City of Timmins would waive 25% of the rent for the months of April to July of 2020;
The lessee would pay 25% of the rent for the months of April to July by the end of 2020; and
The remaining 50% of rent from April to June would be amortized over the remaining term of the lease.

Category 2 
If the lessee’s revenue dropped between 75-100% for the months of April to July compared to the same prior year period, the program details would be as follows:
City of Timmins would waive the full rent for the months of April to July of 2020.
