The Boil Water Advisory has been lifted for Porcupine. The City of Timmins has conducted the required water sampling and the results are deemed satisfactory by the City of Timmins and the Porcupine Health Unit.

Background

A Boil Water Advisory was enacted as a precautionary measure on Monday, March 21, due to repairs on a watermain servicing Porcupine, including the area behind the Porcupine Mall. Water was shut off to complete repairs and later restored by Monday evening, but the Boil Water Advisory remained in effect until the City obtained drinking water results in two consecutive sets of samples taken 24 to 48 hours apart, or as otherwise directed by the medical officer of health.

Porcupine River Bridge on Frederick House Lake Rd. was closed on November 22, 2021 following concerns over safety and structural integrity. Since then, the City has been working with Associated Engineering to look at alternatives. 

Part of the process will involve public consultation, which is tentatively slated for May. Associated Engineering is currently carrying out an environmental assessment on the area and working with the Ministry of Transportation to provide options and cost estimates.

Residents are now accessing Frederick House Lake Rd. via Hwy. 101 and Carrigan Rd, which has prompted questions from the motoring public on the condition of Carrigan Rd. and safety while turning left from Hwy. 101.

“We have been monitoring the condition of Carrigan Rd. all winter,” says Pat Seguin, Director of Growth and Infrastructure. “We have also been in contact with the Ministry of Transportation to request that the Hwy. 101 juncture at Carrigan Rd. be assessed and that additional signage be added.

“Consultation with Associated Engineering continues, but with the amount of snow on the ground, we are just starting to survey the area and come up with recommendations that we can take to the public and council.”

With the onset of spring, the Public Works Dept. has deployed crews and equipment to open culverts along Carrigan Rd. and push back snow banks to drain excess water. There is also planned geotechnical work for Carrigan Rd. this summer. Geotechnical work refers to the evaluation of the current road construction and land to plan and build any future improvements.

“Council’s top priority is public safety,” adds Mayor George Pirie. “Closure of the bridge was warranted. I travel Carrigan Rd. regularly and have spoken to several residents impacted by the current detour. Public consultation will happen. City consultants are working to ascertain the best possible solution.”

A confirmed date for public consultation will be communicated to the public once the environmental assessment is complete.

The Whitney-Tisdale Pump Station No. 4 project is now complete and the fully operational station has been turned over to the City. Commissioning activities included a 14-day trial period, which ended successfully as of March 17.

The station has been modernized with new pumps and mechanical upgrades, allowing it to address bypasses and manage sewage within the system. The end result will be a significant reduction in groundwater infiltration, residential impact and overflow into Porcupine Lake.

“Council was committed to seeing this project through to completion,” said Mayor George Pirie. “Our priority was to come up with a solution that would move construction of the pump station forward. Council’s goal has always been to promote economic growth and encourage an increased housing supply to meet demand. That growth relies on improvements to our current infrastructure, which included completing the Whitney-Tisdale Pump Station No. 4.”

Work on the pump station began in 2014 with the current council approving a remediation budget of $8.34 million to see work continue. The project delays were the result of factors, such as land settling and a global pandemic, which paused work on the pump station.

With work on the Whitney-Tisdale Pump Station No. 4 now finished, the City of Timmins will continue to participate in public dialogue on lake quality and work with stakeholders to promote lake health.

This Monday when masks become optional for most businesses and indoor spaces, you will still be required to wear one when visiting the Timmins Victor M. Power Airport.

Canadian airports are regulated by the federal government and Transport Canada is keeping mandatory mask requirements in place. Timmins Airport Authority will enforce the same health measures, which means you need to wear a mask while inside the Airport Terminal Building. This applies to anyone accessing the building including staff, contractors, and couriers.

As of March 21, masks will be optional at many City-owned buildings and arenas as Ontario removes another COVID-19 health measure. The City of Timmins will follow recommendations made by the province and Ministry of Labour, which means staff and residents can move freely without masks at City Hall, the Timmins Museum and Exhibition Centre, the Timmins Public Library and C.M. Shields Centennial Branch, and at all City-owned arenas.

The mandatory mask requirement remains in place when using public transportation. Masks will also stay on if accessing the Airport Terminal Building at the Timmins Victor M. Power Airport, at the Timmins Police Service building, or visiting the Golden Manor.

While the province has announced changes at long-term care facilities in terms of testing and visitation, all current COVID-19 health measures, including vaccination requirements and visitor restrictions, will remain in place at the Golden Manor.

Masks are still recommended for individuals who are at high risk or immunosuppressed. Ultimately, whether to wear a mask or not is a personal decision and the City asks that we all remain patient, understanding, and kind as we learn to live with COVID-19.

City of Timmins Mayor and Council are remembering Fernand (Fern) Tremblay following his passing as a pillar of the community who gave freely of his time to better the lives of many. The flags at Timmins City Hall will be lowered in his honour.

When Fernand Tremblay began his political career in 1965, one could not imagine 57 years later the legacy he would leave on our community. He was the last reeve of Mountjoy Township prior to amalgamation in 1973 and a member of Timmins City Council. He started the Bonhomme Carnaval and was active with the Easter Seals Snowarama. Most notably, he was the founder of the Joseph Fortin Foundation, a charity active until 2016 that provided financial assistance and basic needs to families and individuals requiring assistance.

“Fern Tremblay was a force for good,” said Mayor George Pirie. “He was passionate about helping those in need and took pride in encouraging others to do the same. He was tireless, committed to fundraising and generous with his time. He is an example of what it truly means to serve your community. On behalf of the City of Timmins, I would like to extend my deepest condolences to his family and friends.”

In 2019, the City honoured Tremblay for his years of community service and commitment to municipal politics by renaming a neighbourhood park in the Mountjoy area where he was raised. Fernand Tremblay Park is a lasting reminder of Tremblay’s dedication to his hometown.

The City of Timmins is recognizing Global Recycling Day on Friday, March 18 by celebrating the success of the City’s recycling and diversion programs.

In 2021, the Curbside Residential Recycling program diverted nearly 2 million kilograms of recyclable material from our landfills. A further 2,000 liters of waste oil, over 5,000 pounds of textiles, over 55,000 kilograms of hazardous waste and nearly 300,000 kilograms of scrap metal and electronics have also been diverted through the City of Timmins’ various recycling and diversion programs.

“The City of Timmins is continuously striving to improve our recycling and diversion programs,” says Environmental Services Manager Scott Tam. “We encourage residents to use the Timmins Recyclepedia Waste Wizard to learn how and where to properly recycle or dispose of over 400 materials.”

The mission of Global Recycling Day is to not only highlight the importance of recycling to ensure the health of our planet, but to also encourage people to think of goods in terms of resource, not disposable waste. The City of Timmins makes it easy to recycle with the Timmins Recyclepedia app. The app’s interactive features provide residents with information on collection schedules and how to properly dispose of various items. There’s even a waste sorting game that makes learning how to recycle fun and easy.

The City of Timmins has partnered with HotSpot to improve parking options in Timmins’ paid parking areas. Hotspot launches April 4 at meters and lots within the downtown core. With a few simple taps on your mobile phone, you can pay for parking, add time, and refund unused parking time on the go.

HotSpot has a number of built-in features to save you time and money. There are a variety of payment methods that can be used with the app including Visa debit. The app uses a virtual wallet, which you top up to reduce transaction fees. If you return to your vehicle early and end your session, a refund for any unused time is returned to your virtual wallet.

“Our new parking app solution adds to the convenience and ease that our residents are already used to,” says Sherry Laneville, Supervisor of Enforcement Services. “This is a more robust option with features that make avoiding parking tickets and additional fees even easier. The app is a great option, but all existing payment methods at pay stations and meters will also remain available.”

You can also pay for parking tickets and purchase monthly parking permits at anytime through the app. HotSpot will even notify you when a monthly parking pass is set to expire. Of course, you can also continue paying your parking tickets or purchasing permits in person at Service Timmins in City Hall.

Road conditions are going to change rapidly over the next few weeks as we feel the final effects of a long winter and temperatures begin to rise. What does that mean for drivers? The appearance of potholes and sloppy roads as the snow begins to melt.

Our Public Works Department continues to prioritize snow removal with the goal of getting as much snow off our streets ahead of spring rain. With the large amounts of snow received this winter, there is the potential for isolated flooding and impassable roads. Crews will also work to free up catch basins in town that are still blocked by snow and are necessary to drain surface water. Drivers are asked to use caution as the accumulated snow on our streets softens.

Crews are also ready to address road conditions like potholes and ruts. A high-performance cold mix product will be used to temporarily patch holes and ruts ahead of the Miller Paving asphalt plant opening in May, which is the only asphalt plant operational in our region. The City’s pothole patcher is back on the road. Drivers are also asked to use caution when driving past road maintenance crews.

The City is required to fix a pothole within a prescribed period as determined by the Provincial government standards, depending on the size of the pothole and whether it is on a paved or an unpaved road. It is important to note that the City’s obligation to fix a pothole is triggered only after the municipality becomes aware of the problem. While we do have crews regularly patrolling the city, you can help by reporting any potholes you encounter. Potholes can be reported to Service Timmins online at service.timmins.ca under roads and sidewalks. You can also report a pothole by email to [email protected] or by phone at 705-264-1331.

The latest update on fish contaminant levels for Porcupine Lake are favorable for residents looking to use the lake for fishing and recreation. The revised fish consumption advisories are much less restrictive than the interim advisories issued in 2020.

The data presented to the City’s Porcupine Watershed Public Liaison Committee corrected the results from 2019 testing. Revised advisories will be published online at https://www.ontario.ca/page/eating-ontario-fish in 2022.

By-law of the month

A by-law is a rule or law that is put in place by the City of Timmins to ensure that our community remains safe and orderly. The City of Timmins Enforcement Services Division is responsible for enforcing our by-laws. Staff enforce by-laws by investigating complaints and responding to the concerns of citizens.

Each month, we'll explore a different by-law and what it means for you. This month, we're looking at the City's Cleaning and Clearing of Land By-law.

Clean Sweep

When you drive around the city, do you notice when private yards or homes are surrounded by garbage or are in a state of disrepair? Does it affect how clean the city looks?

If you own property or land within the city of Timmins, you are responsible for maintaining your outdoor property and keeping it clean and clear. The City of Timmins Cleaning and Clearing of Land By-law 2008-6599 regulates the maintenance of your property to avoid becoming a public nuisance or attracting vermin, like bears.

In general, every owner should keep their land clean, clear and free of garbage. You should never place, throw or dump garbage on someone else’s private property or on City property.

What to Tidy Up

As a property owner, you’re expected to clean your land of compost, domestic waste (food scraps, cans, glass, plastic, old machines, etc.), industrial waste (piping, paper, cardboard, etc.), and rubble (broken concrete, broken asphalt, etc.).

“Refuse” means any matter, thing, or substance that has been cast aside or discarded.

“Clearing” your land refers to the removal of grass and weeds exceeding 20 centimetres or 8 inches. If you have a swimming pool, you’re also expected to maintain the water in a condition that isn’t a health or safety hazard.

What if you refuse to remove your refuse?

Enforcement Services can inspect your outdoor property for the purpose of by-law enforcement. If you are not in compliance with the by-law, if your property contains garbage, refuse, or has not been cleared as outlined in the by-law, you could be fined under the Provincial Offences Act. A Municipal Law Enforcement Officer will first provide direction on how to clean and clear your land.

If your land still isn’t cleaned up, Enforcement Services can take further action to bring your property into compliance, which could include organizing the cleaning and clearing of your land at the owner’s expense. The full amount will be added to the owner’s property taxes.

The City has a robust waste management and recycling program to help you remove household waste. You can download the Timmins Recyclepedia for Android and Apple devices and get updates on your collection days and what can be disposed of in your bins. As we celebrate International Women’s Day, we are proud to recognize the contributions of Councillor Michelle Boileau and Councillor Kristin Murray, leaders for our city and community. This year’s theme for International Women’s Day is “break the bias”. The discussion around women’s equality touches on topics of diversity and inclusion, two concepts that both women exemplify and prioritize.

The importance of Councillor Boileau and Councillor Murray’s positions on council cannot be understated. Typically, women are underrepresented in political leadership roles, but their voice and participation are necessary to ensure effective government that better represents our community.

“It is no secret that all around the world, women and girls live different realities than our male counterparts,” says Councillor Boileau. “These differences must be considered when decisions are being made that impact the lives of others. The voices of mothers and daughters, of our aunts and grandmothers, deserve to be represented at those tables. And we deserve to be the ones representing them. I know I am fortunate to live in a place where I can make better the community in which my daughter will grow up. It is not always easy, but neither are most things women accomplish every day. International Women’s Day is a perfect day to encourage one of the accomplished women in your life to engage in decision-making at any level.”

In addition to serving as members of council, both women lead by example as volunteers on the Timmins Police Service Board. Councillor Boileau serves as the chair of the Francophone Liaison Committee and, as such, is instrumental in ensuring francophone representation throughout the city. Councillor Murray is the acting Chair of the City’s Indigenous Advisory Committee and has advocated for the inclusion of Indigenous tradition at City events. Her work on the Timmins’ Youth Mural Project changed the visual landscape of Timmins.

“When I decided to run for City Council, I knew that I had the strength of the many influential women in my life as my driving force in working towards the betterment of our community,” says Councillor Murray.


“We are fortunate to benefit from the experience and knowledge that both Councillor Boileau and Councillor Murray bring to City Council,” says Mayor George Pirie. “Both women are committed to the well-being of our community, particularly when it comes to promoting multiculturalism and inclusion. This is evident in the projects they have initiated and encouraged.”

Both Councillors also serve as an example for young women in our community as skilled professionals, daughters, mothers, and political leaders. They, too, are multi-faceted like the community they serve and lend an important perspective on the future of Timmins and the important role that women will continue to play.

Reduced load restrictions for commercial motor vehicles and trailers will come into effect shortly on specific highways and streets within the City of Timmins.

By-law 2006-6275 governs load restrictions to protect our roads and highways during the spring thaw, when damage is most likely to happen. Typically, reduced load restrictions will be in place until mid-June and are subject to the provisions of Section 122 of the Highway Traffic Act RSO 1990 Chapter H 8.”

As I watch the tragic events in the Ukraine unfold, my thoughts turn to those of Ukrainian descent in our own community. We stand with you in offering our condolences to all who remain at risk in the Ukraine. Your ancestors arrived in Timmins over many generations and their contributions to Timmins, as well as your own, cannot be denied. The Ukrainian culture is part of our City’s past, present and future.

We are proud that the Ukrainian flag flies in our Schumacher Flag Park and today, we have also raised the country’s flag at City Hall in honour of the people of the Ukraine. We stand together in support our Ukrainian residents, neighbors, and friends here in Timmins.

The applicant is seeking relief from the City of Timmins Zoning By-Law 2011-7100 with regards to special provisions by reducing the rear yard setback for an accessory structure from 1.2 metres to 0.43 metres and increase the maximum height for an accessory structure from 4.1 metres to 4.2 metres in order to convert the existing single detached dwelling to a residential garage.

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendment.

If a person or public body would otherwise have an ability to appeal the decision of Council of the City of Timmins to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Timmins before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Timmins before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

The City of Timmins is issuing an extreme cold weather alert for February 24, 2022 with temperatures dropping to -40 Celsius (inclusive of windchill) overnight with risk of frostbite in minutes.

People in need of emergency shelter are asked to attend the Living Space location (316 Spruce St. S.). Living Space Outreach Workers will conduct street-level outreach with the goal of connecting people who are sleeping outside with shelter and/or support; if you know of someone in need of shelter please contact 705-531-7233 for assistance.
