It’s inevitable: winter is coming. In preparation for the cold and snow, the City of Timmins is reminding residents of winter by-laws that will shortly go into effect.
The winter overnight parking ban takes effect on Tuesday, November 1 and helps ensure that Public Works can complete snow removal operations and keep Timmins’ roads safe and clear. From November 1 until April 30 any vehicle parked on the street between the hours of 11:30 p.m. and 7:30 a.m. will be subject to a $50 fine and the vehicle may be towed at the expense of the owner (unless you are in an area exempt from the winter parking ban).
The City of Timmins will inform residents of winter road maintenance with temporary “no parking” snow removal signs (yellow and red in colour), posted before snow removal begins. A weekly snow removal schedule will also be posted online at Timmins.ca and shared to the City’s Facebook page. Remember to look for signs posted on your street to ensure parking has not been restricted in your area.
The City of Timmins Snow By-law 1993-4162 provides guidelines for clearing snow from your property. Snow must never be placed onto the street or sidewalk. Moving snow from your driveway onto the sidewalk or street can create various safety hazards, obstruct pedestrian traffic, or obstruct the view of drivers. Even a small amount of snow left on a sidewalk can cause accessibility issues for some our residents.
And finally, if you plan on installing a temporary structure such as a winter car shelter, you will require a permit from the City of Timmins. A seasonal structure permit is just $15. Approved seasonal structures can be erected between October 1 and April 30. You will need to submit an application (available online at Timmins.ca), your site plan, and payment to Service Timmins.

The City of Timmins is scaring up some tips to make sure everyone has a safe and spooky Halloween. With children on the streets in search of treats, everyone needs to be alert and follow the rules of the road.
Tips for Trick-or-Treaters:
• Make sure you can be seen by carrying a flashlight or glow stick and sticking reflective tape to costumes.
• Walk on sidewalks and have an adult accompany young trick-or-treaters.
• Be careful crossing the street. Make eye contact with drivers before crossing and walk, don’t run, across the street.
• Obey traffic rules and signals.
• Stick to well-lit streets and stay alert.
Tips for Motorists:
• Be ready to stop at all times.
• Expect increased pedestrian traffic and watch for kids crossing the street or walking into traffic.
• Follow posted speed signs.
• Yield to pedestrians. That means stopping and yielding the entire roadway to pedestrians at crosswalks. Don’t proceed until all pedestrians have cleared the road.
Remind your little ghosts and goblins to be aware of their surroundings.

Today, members of Royal Canadian Legion, Branch 88 joined Mayor Kristin Murray to honour our veterans and in celebration of the Poppy Campaign, which kicks-off Friday.
Each year, Canadians wear a Poppy as a visual pledge to honour Canada’s Veterans and remember those who sacrificed for the freedoms we enjoy today.
The Poppy should be worn during the Remembrance period from Friday, October 28 to November 11, 2022. The Poppy should be worn on the left side, over the heart. When you remove a Poppy, it should be disposed of respectfully. You may choose to remove your Poppy at the conclusion of our local Remembrance Day ceremonies and place it on a wreath as a sign of respect.
Remembrance Day ceremonies will be held at the cenotaph in Hollinger Park and in South Porcupine at the Royal Canadian Legion Branch 287. In Timmins, the ceremony begins just before 11:00 a.m. The public are asked to be in place by 10:45a. In South Porcupine, the public can watch from Legion Drive and are asked to be in place by 10:30 a.m.
If you're not attending a ceremony, you can still observe a moment of silence at 11:00 a.m. in honour of our veterans and service members. Watch for Poppy boxes around the city. All donations support our local Royal Canadian Legions.

Upgrades to the McIntyre Community Centre’s curling rink have volunteers for the McIntyre Curling Club making ice in record time. What used to take seven days, now takes just 36-hours thanks to the installation of a new header.
The rink’s header is the primary part of a cooling system that allows water to freeze and be maintained. Headers rely on a brine system that doesn’t freeze to continuously pump chilled solution through small pipes under the arena floor. With time, the brine solution can corrode header pipes, so it’s common to see headers replaced.
In this case, the improvement has cut ice production time down dramatically, which is a bonus for the McIntyre Curling Club. Instead of hurrying hard to make ice, the club can concentrate on the start of the curling season this week.

The City is celebrating Waste Reduction Week, October 17-23, with a flurry of social posts dedicated to reducing the waste that ends up in our local landfills. The City’s Environmental Services Department, the group responsible for the City’s climate change adaptation plan and greenhouse gas reduction plan, know that extending the life of our landfills starts at home.
Waste Reduction Week began in 2001 as an education program focused primarily on recycling, but has now become part of a month-long campaign promoting the circular economy and a move towards resource sharing and smart product development. To help residents reduce waste, the City has implemented a number of programs and services designed to divert recyclables and reusable materials from the dump.
Timmins Recyclepedia is the City’s waste and recycling app that not only provides users with collection reminders, but includes the handy waste wizard. Type in a product for discard and learn how to properly divert and dispose of the material. The game feature is a great learning tool for young recyclers. It’s the first step in learning how to recycle more.
Electronic waste is becoming one of the largest waste streams in the world because of the rapid advancement of technologies. With new smart phones and gaming consoles coming out regularly, properly diverting electronics from the landfill has become crucial. The City takes part in “Recycle Your Electronics,” Ontario’s e-waste diversion program. Residents can drop off electronics with a cord or batteries at the Deloro Landfill electronics drop off bin. In 2021, over 59 tonnes of electronics were diverted at the Deloro Landfill Site.
Textiles are also a common item to hit the dump. Each year, the City partners with Recycling Rewards to offer textile recycling as part of the Household Hazardous and Special Waste Event. At this year’s event in June, over 2,600 lbs. of textiles were collected.
Over the next week, the City will be offering more tips for waste reduction that are simple to implement at home and can make a big difference in reducing waste, creating a more sustainable economy, and preserving our environment. For more information, visit https://wrwcanada.com/en.

Effective Monday, October 17, the Deloro Landfill Site will return to regular winter hours. The Deloro Landfill will be open Monday to Saturday from 8:00 a.m. to 3:45 p.m. and CLOSED Sunday.
Winter hours at the Tisdale Transfer Site begin Saturday, October 15, and are Tuesday and Saturday from 9:00 a.m. to 5:00 p.m.
Winter hours at the German Township Landfill Site begin Thursday, October 20, and are Thursday and Sunday from 11:00 a.m. to 3:45 p.m.
The Evelyn Township Landfill Site and Robb Township Landfill Site are closed for the winter effective Sunday, October 16.

Earlier in May, we told you that this construction season would be one of the city’s busiest. We’ve been working on eleven key capital projects to maintain and improve infrastructure throughout the city. Here is the latest progress report as of Tuesday, October 11, 2022:
Connecting Link – controlled blasting for rock removal is now complete. Piping and granular fill is being done up to Wilcox. Curbs and sidewalks are proceeding on the south side of Algonquin Blvd. The utility poles on the north side are now removed and curb work has started from Theriault to Preston.
Paving (COMPLETED) – the City’s “Grind and Pave” project is complete. 5.8 km’s of roads have been paved and 5.6 km’s of rural roads have received surface treatment.
CCTV Inspection, sewer line cleaning, infrastructure repairs are all on-going.
Geotechnical Work (COMPLETED) – lab work related to the project is still ongoing but doesn’t affect the public.
Airport Rd. (COMPLETED SOON) – crews are now working on surface restoration like asphalt and sod replacement. All pit work and excavation are complete. Expect some short-delay road closures for paving as we head towards project completion. Bonus update: the Airport Rd. multi-use path will also be paved this week.
Work on the Bruce Ave. Bridge continues.
Denise St. (COMPLETED SOON) – paving is expected to begin this Thursday. All excavation is complete and curb work is finished up to Demine. Paving is tentatively set to begin Thursday, Friday and Saturday.
Langmuir Rd. culvert replacement (COMPLETED)
St. Jean Ave. Extension (COMPLETED SOON) – Paving has been completed. Crews are finishing up some surface restoration and work on street lighting.

In response to recent media articles around the doctor shortage in Timmins reaching “crisis” level, the City of Timmins is clarifying the municipality’s role in supporting physician recruitment.
With the exception of the City of Greater Sudbury, the City of Timmins funds physician recruitment at a higher level than any community in Northeastern Ontario. The City has been providing $145,000 in annual funding to the Physician Recruitment Initiative since the early 2000s. At that time, the City was called upon by the local health sector to finance the Medical Specialist Building to address the need for access to specialists in Timmins. This commitment carries through until 2028. In fact, the City has been providing funding for physician recruitment since the early 1990s.
City officials met with members of the physician recruitment task force in late 2021 to discuss physician recruitment. The task force was asked to develop a recruitment strategy and, to date, no clear strategy has been received.
In the meantime, the City continues to work with the Timmins and District Hospital (TADH) in supporting the expansion of the hospital’s physician recruitment program.

The City has proclaimed Oct. 4 as Sisters in Spirit Day, a day to honour the lives of Missing and Murdered Indigenous Women, Girls, and Gender Diverse people. It is an opportunity to support families who have lost a loved one and help create a safe space for understanding and healing.
Violence against Indigenous women, girls, and gender diverse people continues to be disproportionately high in Canada. We encourage residents to use Sisters in Spirit Day to help raise public awareness about how past and current trauma from racism, cultural genocide, and gender-based violence continues to impact First Nations, Metis and Inuit communities.
You can participate by attending the local Sisters in Spirit Vigil hosted by Timmins Native Friendship Centre on October 4 at 11:00 a.m. from their location on Kirby Ave. You can also light a candle and place it in a window of your home or reach out to local Indigenous agencies and ask how they are taking action to help bring an end to violence and, more importantly, how you can help.
Indigenous women, girls and gender diverse people have the right to be safe and free from violence. To learn more, visit the National Inquiry into Missing and Murdered Indigenous Women and Girls. The Native Women’s Association of Canada is also a great resource on how to create meaningful moments of dialogue and reflection that support Indigenous women, girls, and gender diverse people.

The Timmins Fire Department has helped fill the shelves at the Timmins and South Porcupine Food Banks with over 14,000 pounds of food and $5,600 in cash donations! This would not have been possible without the tremendous response from the community.
The Timmins Food Bank received 8,500 pounds of food and $4,405 in cash donations and had close to 60 volunteers come out and help collect, sort and place food. The South Porcupine Food Bank received 6,000 pounds of food and close to $1,200 in cash donations.
The Timmins Fire Department wishes to thank the community, firefighters and their families, volunteers, students and everyone associated with the Timmins and South Porcupine Food Banks for making the event a success.

Back to school season is busy with higher demand on our local food banks. With Thanksgiving and the holidays not far behind, the need for community support is greater than ever. When residents see or hear a fire truck, they can bring out their non-perishable food or cash donations. Donations can also be dropped off at any of our community fire stations on Sunday between 11:00 a.m. and 4:00 p.m.

The flags at Timmins City Hall and all municipal buildings will be lowered to half-mast in honour of Her Majesty Queen Elizabeth II following her passing earlier today at Balmoral Castle in Scotland.
“The City of Timmins joins the rest of Canada in mourning Her Majesty Queen Elizabeth II and offers our sincere condolences to the Royal Family and the United Kingdom,” said Mayor Kristin Murray. “We stand at a moment of great transition as we remember and honour Canada’s Queen. We will prepare a book of condolence at City Hall where members of the community are invited to record their own condolences for the Royal Family.”
Flags will remain lowered to half mast until the Sunday following Her Majesty’s official funeral. Mayor and council will observe a moment of silence to honour The Queen at the next council meeting held on September 13, 2022.

The City of Timmins’ Orange the City campaign shines bright this September. Shades of orange cast the city in a warm glow to acknowledge the past and present treatment of Indigenous peoples ahead of the National Day for Truth and Reconciliation on September 30.
Once again, our orange transit bus will carry the City’s Every Child Matters logo to encourage the community to pause and reflect on the importance of reconciliation. All city-owned electronic billboards will be lit up with the City’s Every Child Matters logo and the McIntyre Headframe will glow orange as of September 19. The community is also welcome to attend the official flag raising for National Truth and Reconciliation Day, held at City Hall on September 19th at 10:30 a.m.
“The Orange the City campaign was created by the City’s Indigenous Advisory Committee to recognize the legacy of the residential school system and how it continues to impact Indigenous families and communities today,” says Mayor Kristin Murray. “Though our actions today cannot erase the trauma of the past, we can foster understanding and support activities that work towards reconciliation.”
In 2021, City Council passed a resolution to officially recognize events during the year that are of cultural significance to the Indigenous community. The timing of National Day for Truth and Reconciliation, also known as Orange Shirt Day, is significant because this season was typically when children were removed from their homes to residential schools.
Consider wearing an orange shirt on September 30 and sharing the story of the day’s significance. When purchasing your orange shirt, consider buying from a local Indigenous store or organization.

NOTICE: The Archie Dillon Sportsplex pool will be closed from August 27 to September 11 for our annual maintenance shutdown. Projects include paint, tile repair, pool cleaning, and more.
Public swims will resume on Monday, September 12 (Private lessons begin September 11)
The office will remain open Monday to Friday from 8:00am-4:00pm.
We'd like to thank our staff for an amazing summer - because of your hard work and dedication, 350 people have had the privilege of learning to swim. Well done team!
