Timmins City Council has approved the construction contract for Phase I of the Melrose Heights subdivision expansion, marking a significant step towards increasing the city’s housing supply and supporting long-term economic growth. Council has awarded the contract to GIP-Interpaving in the amount of $36,296,444.00 + HST.
The project will create 172 fully serviced lots that will be ready for residential development over the next three years.
The subdivision expansion helps address the ongoing housing shortage while preparing the community for anticipated growth. Construction is expected to begin in the fall of 2026 and continue through the summer of 2029, with no planned seasonal shutdowns. The phased approach is expected to deliver approximately 60 serviced lots in 2027, another 60 lots in 2028, with the remaining serviced lots completed in 2029.
The contract includes approximately 2,100 metres of new municipal infrastructure including roadway and sidewalk construction, watermain installation, sanitary and storm sewer installation, residential servicing, street lighting, and naturalized areas.
Council has also approved the zoning by-law amendment to support the subdivision expansion, moving the subject lands to Residential Third Density (NA-R3), which will allow for immediate medium-density development.
Cost of construction is supported through pervious funding secured through Ontario’s Housing-Enabling Water Systems Fund, which will provide up to $9.2 million toward eligible water, sanity sewer, and storm sewer infrastructure. Council also approved capital budget allocation of $7.5 million to begin the project. Additional funding requirements will be distributed between 2026 and 2029 through the capital budget process, and from available provincial and federal funding programs.
The Melrose Heights subdivision expansion is one of the City’s largest residential development projects in recent years and represents long-term investment in housing and infrastructure. By bringing new serviced lots to market, the project will help create opportunities for future residential construction while supporting Timmins’ growing economy.
