Community Improvement Plans (CIPs) are planning and financing
development tools used by municipalities to revitalize areas of a city and encourage the use, reuse and
restoration of lands, buildings and infrastructure. Municipal incentive programs including grants and tax rebates are applied to a defined project area in order to:
- Advance long-term planning goals
- Address community challenges like housing supply, vacant buildings, or underused land
- Encourage investment through financial incentives like grants and rebates
