Preparation of the City's 2026 municipal budget is underway.

The budget is essentially a plan for how we collect and spend money. Most of our revenue comes from property taxes, but we also rely on program and user fees, facility rentals, and other funding sources. Together, this money allows us to deliver the services, programs, and infrastructure you use or rely on every day.

The budget isn't just about balancing numbers. It's about making sure the community's needs are met today, while planning for tomorrow. The budget funds essential services like emergency response, road maintenance, and public transit, while also investing money in the things that make Timmins a great place to live. This includes maintaining our parks and recreational spaces, creating vibrant neighbourhoods, and improving vital transportation networks.

The City's budget touches almost every part of daily life in Timmins, and plays a key role in helping build a strong, sustainable future for our community.

The 2026 Budget Survey has closed. We are currently preparing a report with analysis of the responses. 

Strong Mayor Powers and the City Budget

Strong mayor powers is a statute in Ontario that grants mayors of designated municipalities increased authority and responsibility over various governance matters. One of the powers and duties it grants to mayors is the authority to propose the budget and veto Council resolutions.

The Mayor is required to propose the budget each year by February 1, and make it available to City Council, the Municipal Clerk, and the public.

After the budget is proposed, Council has 30 days to pass any resolutions proposing amendments. If there are no amendments, the budget is adopted.

If there are any proposed amendments, the Mayor has 10 days from the end of the Council review period to veto any Council amendments. If the Mayor doesn’t veto, the budget is adopted.

If the Mayor does veto any Council amendments, Council can vote to override the veto within the subsequent 15 days. This can be done if Council achieves a two-third majority. Regardless of the outcome of the vote, the budget is considered to be adopted at the end of this override period.
